RAJASTHAN STATE INDUSTRIAL POLICY5.4 INDUSTRIAL RELATIONS The State Government’s approach towards industrial relations will be harmonise the concerns for workers’ welfare with productivity. The State Government will, therefore, endeavour to establish linkage between wage and productivity and to begin with, some of the industrial activities will be identified and a study got done. Industry will be expected to enlist active co-operation with workers for achieving the goal of higher productivity. RIICO will provide land for industrial housing and other social and recreational facilities for the benefit of labour in its industrial areas. All restrictive labour practices such as intimidation, extortion and violence inside the factory premises resulting in loss of production shall be dealt with firmly under the relevant laws. A District Level Committee under the Chairmanship of Controller or his nominee having representative of Labour Department as Member Secretary, GM, DIC and one representative each of Industry and Labour nominated by District Collector as its members will be constituted to resolve labour problems. Model code of conduct shall be worked out by the Labour Department in consultation with the representative of Industry and the Trade Unions including Truck Operators Unions which shall be adhered to by all concerned. Although Gate Meetings are permitted under the prevalent Labour Laws, it does not mean the holding of a meeting right at the gate of the factory premises, thereby blocking free movement of man and material. Thus the holding of a meeting at a distance of 100 meters from the main factory gate would only be construed as the Gate Meeting. Any violation in this regard shall be firmly dealt with by the District Administration. State Government will endeavour to ensure clustering of inspections by various inspectors to the industrial units. All SSI units in the State will be declared as public utility services under Industrial Disputes Act, 1947. Unhindered movement of goods by trucks and other modes of transport shall be ensured by the State Government at all times. Any malpractices or restrictive practices interfering with the movement of goods shall be promptly and sternly dealt with. |
