GUIDELINES FOR THE SCHEME TO RENDER FINANCIAL ASSISTANCE TO
STATES/STATE AGENCIES FOR SETTING UP MINI TOOL ROOM AND TRAINING CENTRES

INTRODUCTION
Govt. of India have set up a few Tool Room & Training Centres of large size involving estimated cost of over Rs. 50 crores each, in order to provide facilities for design and manufacture of toolings, and also for training to improve the skill of tool markers, for the benefit of industries in SSI sector. A list of Tool Rooms presently being supported by Govt. of India, and by some States is given in Annexure-I.
MINI TOOL ROOM & TRAINING CENTRE SCHEME
In order to meet the growing demand of Tools and dies in the country, particularly in the SSI sector, Govt. of India have decided to assist the State Govts. To set up Mini Tool Room and Training Centres. A typical such centre can be set up at an estimated cost of around Rs. 15 crores (including Rs. 10 crores towards cost of machinery/equipment). However, the cost may vary depending upon the activities proposed to be undertaken. The Centrel assistance will be in the form of one time grant-in-aid equal to 90% of the cost of machinery/equipment (restricted to Rs. 9.00 crores ineach case) in the case of a new Min Tool Room, and 75% of the cost of machinery/equipment (restricted to Rs. 7.50 crores) in case of an existing Mini Tool Room to be upgraded/modernised. The balance cost of machinery/equipment, the cost of land and buildings and the recurring costs would be met by the States/State Agencies. The scheme will be implemented as a Centrally sponsored Scheme, for which approval of the Planning Commission has been obtained.
OBJECTIVES
The objectives of the Mini Tool Room & Training Centres would be-
To manufacture Jigs, fixtures cutting tools, gauges, press tools, plastic moulds, forging dies, pressure casting dies and other toolings for Small Scale Industries. Advanced tool making process using CAD/CAM techniques are to be adopted.
To provide training facility in tool manufacturing and tool design to generate a work force of skilled workers, supervisors, engineers/designers etc.
To work as a Nucleus Centre for providing Consultancy, information service, documentation etc, for solving the problems related to toolings of industries in the region.
To act as a common facility Centre for small scale industries and to assist them in product and prototype development.
PRODUCER FOR PROCESSING PROPOSAL
STATE GOVT.
The State Govts., desirous of setting up Mini Tool Room and Training Centres would formulate proposals on the basis of demand surveys. The details of land requirements, buildings, machinery/equipment would be drawn, and the cost estimates would be worked out. (A suggested list of machinery/equipment for a typical Mini Tool Room, is given at Annexure-II) The State Govts, will, however, be free to make changes in the list of machinery taking into account the specific needs of the industry to be served.
The State Govts, would obtain approval of their competent authorities, and then forward the proposals (in the prescribed format in Annx. III) to Govt. of India, Office of Development Commissioner (SSI), 7th Floor, Nirman Bhawan, New Delhi - 110 011 for grant of Central assistance. While forwarding the proposals to Govt. of India the State Govts would confirm that they would meet the balance costs of the machinery/equipment the cost of land and buildings and also the recurring costs.
GOVT. OF INDIA
Office of DC(SSI) while scrutinizing the proposals received from the State Govts., would take into account the geographical spread of the existing Tool Rooms and also the financial viability of the proposals.
RELEASE OF GRANT-IN-AID
Central assistance will be released to State Govts/State Agencies in instalments, on receipt of specific requests from the State Govts. after the infrastructure facilities have been created, and the proposals to procure the machinery has been finalised, and after the State Govts. have made necessary budget provisions to meet their share of expenditure.
The State Govts./State Agencies would furnish utlisation certificates to Govt. of India in accordance with the provisions of GFRs.
After a Mini Tool Room & Training Centre become finally operational, the State Govt./State Agencies would send a completion report to Govt. of India for information. Thereafter, the Annual Report of the Centre may also be sent to Govt. of India for a period of 5 years, to assess the performance of the Scheme.
The State Govts./State Agencis shall keep a provision for including a nominee of Central Govt. on the Governing Boards of the Implementing Agencies.
